Building a Drone Program for Your Fire Department: A Practical Starting Guide
Drones are no longer experimental tools on the edges of public safety. From active structure fires to wildland incidents, search and rescue operations to hazmat assessments, unmanned aerial systems (UAS) have become genuine force multipliers for fire departments across the country. If you're a fire chief or department administrator weighing whether to launch a UAS program, the good news is that a clear, manageable path forward exists — and you don't have to figure it out alone.
Here's what you need to know to get started on solid footing.
Step One: Define Your Mission Before You Buy Equipment
The single most common mistake departments make is purchasing a drone before defining what they actually need it to do. Hardware decisions should follow operational requirements — not the other way around.
Start by mapping your department's most pressing needs. Do you respond frequently to large structure fires where aerial situational awareness would improve command decisions? Are you covering forested or rural terrain where search and rescue operations are hampered by limited visibility? Do you face industrial facilities or infrastructure where pre-incident planning data would help your crews operate more safely?
Your answers drive your platform selection. A department primarily focused on interior fire assessment and hot-spot detection will prioritize thermal imaging capability — a drone equipped with a high-resolution infrared camera is essential for identifying heat signatures through smoke or locating victims. A department serving a sprawling rural area may benefit more from a long-endurance fixed-wing or hybrid platform capable of covering large ground quickly. Departments with significant water rescue responsibilities might look at specialized payload options entirely.
Budget realistically. A capable public safety UAS platform with thermal and optical cameras can range from $3,000 to $20,000 or more depending on capability and redundancy requirements. Factor in spare batteries, landing pads, carrying cases, maintenance, software subscriptions for flight logging, and replacement parts. A drone program isn't a one-time equipment purchase — it's an ongoing operational commitment.
FAA Compliance and Pilot Certification: Non-Negotiable Foundations
No drone program discussion can go far without addressing the regulatory framework your department must operate within. The Federal Aviation Administration governs all UAS operations, and fire departments are not exempt from those rules simply because they serve a public safety function.
Most fire department drone operations will fall under FAA Part 107, the rule set governing small unmanned aircraft systems (under 55 pounds) for non-recreational use. Every pilot operating under Part 107 must hold a valid Remote Pilot Certificate, obtained by passing an FAA aeronautical knowledge test administered at an approved testing center. The exam covers airspace classifications, weather interpretation, radio communications, emergency procedures, and drone-specific regulations.
Beyond initial certification, Part 107 pilots must pass a recurrent knowledge check every 24 months to keep their certification current. Departments should plan for at least two to three certified pilots to ensure operational coverage — relying on a single qualified pilot creates a critical single point of failure.
Several operational scenarios common in fire department UAS use require additional FAA authorization or waivers. Flying at night — extremely useful for search and rescue operations — requires either a waiver or, under updated Part 107 rules, an anti-collision light that is visible for three statute miles. Operating in controlled airspace around airports requires prior authorization through the FAA's LAANC (Low Altitude Authorization and Notification Capability) system or a formal waiver. Departments near major airports or in densely managed airspace should map out their typical operational footprint and identify where authorizations will be needed before an emergency makes the question urgent.
Departments should also develop a formal UAS Operations Manual — a document outlining standard operating procedures, pilot responsibilities, maintenance schedules, incident reporting, and data management protocols. This document isn't required by the FAA for Part 107 operations, but it reflects professional program management and will be invaluable for accountability, insurance, and mutual aid coordination.
Integrating Drones Into Incident Command — Training Makes the Difference
Purchasing certified pilots and equipment is only the beginning. The real challenge — and the real opportunity — is integrating drone operations seamlessly into your incident command structure so that aerial data actually improves decisions in the field.
Drone operators need to know more than how to fly. They need to understand incident command protocols, communicate effectively with the Incident Commander, manage airspace safety around aerial firefighting assets if applicable, and translate what they see on a screen into actionable intelligence for ground crews. That cross-functional fluency doesn't develop automatically — it takes deliberate, scenario-based training alongside your department's other operational units.
Consider the following integration principles as you build your program:
Establish a UAS unit within your ICS structure. Define where the drone operator reports, how they receive tasking, and how video feeds or thermal data are shared with command. The drone operator should never be self-tasking during a live incident.
Train for your specific scenarios. Run tabletop exercises and live drills that simulate the incidents your department actually faces. If structure fires are your primary concern, practice deploying the drone on arrival, relaying roof condition and hotspot data, and safely withdrawing when aerial assets arrive. If your department participates in regional search and rescue, train for grid search patterns and victim location reporting.
Establish data management protocols. Drone footage and imagery collected at incidents may be subject to public records requests or serve as evidence in investigations. Define from the start how footage is stored, who has access, how long it is retained, and under what circumstances it may be released.
Build mutual aid agreements. As UAS programs grow across the region, neighboring departments can support each other's operations. Establish shared protocols now so that inter-agency drone support is frictionless when the need arises.
Start Smart, Scale Deliberately
Launching a fire department drone program doesn't require a massive initial investment or a team of dedicated pilots on day one. Many successful programs start with a single certified pilot, one capable platform, and a clearly defined mission scope — then expand as operational experience, budget, and trained personnel allow.
